Julia Guenther is the Project Manager for FDA’s Food Defense Plan Builder v1.0 and 2.0.  She is also a member of the Food Safety Modernization Act Intentional Adulteration rule writing workgroup and a co-lead for the IA rule guidance writing workgroup.  Prior joining FDA, Julia worked for the U.S. Department of Homeland Security, Federal Emergency Management Agency (FEMA), where she served as a senior advisor for regulations and policy for FEMA’s Individual Assistance Recovery Programs.  Julia holds a B.A. in Political Science from the University of California, Berkeley, and a M.Ed in Administration, Planning, and Social Policy from Harvard University.
